Campus Posting Regulation Guidelines

Purpose 

The exchange of information and diverse viewpoints is essential to the educational mission of Modesto Junior College (MJC). This guidebook provides standards for equitable access to campus posting spaces while maintaining a clean, professional, and inclusive learning environment. 

Posting Types and Locations 

Free Speech/Open Posting Boards are available on both campuses, per BP/AP 3900. Individuals and external groups may affix flyers (not posters) to these boards without review, if they meet the content, attachment, and design specifications below. To ensure equitable access and orderly use of free speech boards, postings are limited to one unique item per board, per individual, group, or organization, and repetitive posting of the same or substantially similar material is not permitted.  

East Campus Free Speech/Open Posting Boards 

  • Bulletin Board outside the Student Center
  • Bulletin Board outside the East Campus Library & Learning Center
  • Bulletin Board outside of lot 103 off North Campus Drive 

West Campus Free Speech/Open Posting Boards 

  • Bulletin Boards outside Mary Stuart Rogers (MSR) on West Campus 

Only Approved Postings may be attached to the back side of campus directories. 

Only Approved Postings may be attached to other bulletin boards on campus. 

The following criteria apply to all postings: 

Content Criteria 

Postings containing defamation, obscenity, terrorist threats, false advertising, or the promotion of actual or imminent violence or harm or other speech not protected by the United States Constitution and/or the California Constitution are not permitted, will not be approved, and will be removed by designated personnel at any time.  

Method of Attachment 

  • Permitted: Thumbtacks, pushpins, painter’s tape (not visible attached behind flyer)
  • Prohibited: Cellophane tape, duct tape, glue, nails, staples, or adhesives
  • Posting materials must not damage walls or other surfaces or cover other postings. 

Flyer & Poster Size Limits 

  • Flyers: Maximum size of 8.5” x 11”
  • Posters: Maximum size of 11” x 17”
  • Signage requiring installation by facilities must be approved by MJC Executive Cabinet 

Posting Duration 

  • Materials may be posted for up to 2 weeks or until the event date, whichever is sooner.
  • All materials must be removed within 48 hours following the event.
  • All bulletin boards will be refreshed at the conclusion of each term: fall, spring, summer

Approval process for posting to other campus locations: 

Required Information for Approval 

All materials must include: 

  • Sponsoring group or department
  • Event name, date, time, and location
  • Cost (if applicable)
  • Materials with spelling or grammatical errors will be denied
  • Requestors will be informed of denial reasons if posting fails to meet posting criteria.  

Approval Process for Student Clubs & Organizations 

Submit flyers to: 

  • East Campus: Student Activities Center (inside Student Center)
  • West Campus: Mary Stuart Rogers (MSR) Front Counter 

Allow up to 48 hours for processing. 

Flyers without an official approval stamp will be removed. 

Approval Process for Schools and Departments 

Flyers and posters using MJC logos and following MJC Branding Guidelines do not require Campus Life approval.  They may be posted to a designated posting area with approval of the appropriate Dean or posted more broadly with approval of the Director of Marketing and Public Relations or a Vice President. Every effort should be made to ensure high quality postings that meet MJC guidelines and expectations. 

Designated Posting Areas 

Campus Life will maintain an inventory of approved posting zones per building. Each designated space must include: 

  • Appropriate surface types (cork boards, tackable surfaces, etc.)
  • Recommended attachment method
  • Clearly labeled with "Designated Posting Area" signage* 

* All flyers must be posted only in designated posting areas.  Approval is required from the designated office before posting.  Flyers without proper approval will be removed. 

Where to get approval for posting flyers at MJC 

To post flyers on campus, please visit the school office listed below for approval. Upon approval, place your flyer on the designated bulletin boards. (campus map)

Prohibited Posting Locations 

Posting is not permitted on: 

  • Doors and windows (except office doors by occupants)
  • Walls (painted or unpainted)
  • Entryways or stairwells
  • Bathroom stalls
  • Classrooms 
  • Trees, light poles, or vehicles

Removal of Expired or Unauthorized Postings 

Expired or non-compliant postings will be removed by: 

  • Campus Life staff
  • Faculty and departments are responsible for departmental boards and glass cases. 

Repeated violations may result in suspension of posting privileges. 

Monitoring & Enforcement 

  • Campus Life is responsible for monitoring student and public postings.
  • Faculty and departments are responsible for departmental boards and glass cases.
  • Facilities staff may remove postings that violate surface material policies or location guidelines.

Event Clean-Up Responsibility 

  • Event organizers must remove all event-related postings within 48 hours post-event.
